Club By-Laws and Charter

1. Club Executive Board

NOAS will maintain a board with 5 members in the following listed positions. The board will meet a minimum of once a month (virtually) in order to plan upcoming events and maintain club operations. A minimum of 3 board members are required at each meeting.

President

Responsible for general coordination and planning of events, overseeing of membership drives, and directing driver’s meetings/club announcements.

Vice-President

Responsible for assisting the president in event planning, sponsorships, advertisements, fundraising, and general footwork to assist other board members.


Treasurer/Membership Coordinator
Responsible for balancing the club budget, maintaining club ledgers, handling club funds, and organizing a membership spreadsheet with updated information.

Social Media Coordinator

Responsible for uploading photos, event flyers, and sponsor information regarding upcoming events and throughout the year to maintain a reasonably active social media account. Also responsible for helping the president and vice-president in efforts to expand sponsorship recognition and acquisition.

Technical Coordinator

Responsible for maintaining the NOAS webpage and archives as necessary to continue club operations.

2. Elections and Terms

Elections will be held every four years (2024, 2028, ...) on the first Saturday of December. These will consist of a nomination and, if necessary, voting among current paid members via a forum vote (not
on a social media platform). In the event of a draw or inconclusive election, the most senior founding or board member will choose the incumbent board.

Their decision will be final. Final board election results will be announced no later than the third Saturday in December.

The departing board will provide all information necessary (social media passwords, server information, etc.), and will do everything in their power to ensure a successful transition to the incoming board members. Additionally, outgoing board members will meet in December virtually to help pick event dates for the upcoming year and provide a term debriefing.

Board members may be re-nominated to consecutive terms. No managerial changes are required to happen unless the senior founding or board member requests a change at any level of the board.

In the event a board member is unable to carry out their duties and requests a resignation, a replacement may be chosen by the current president. If the board member to be replaced is the president,
club-wide nominations will be held and a new president will be chosen within 3 weeks of a notice of resignation.

3. Membership Guidelines
Requirements

• Members, when possible, should attend at least one run per year.
• Members must be 18 years or older unless part of a family membership.

• Family memberships are available for households only; guests can buy separate meal tickets as needed.

Active Membership Period
Membership periods run within calendar years.
Example: Mr. Wheeler comes to the club-sponsored year end run in fall of 2021 and joins NOAS. His membership includes that run, but ends prior to the first annual event of 2022.
Memberships purchased after the last official run of a calendar year but before March 31st will be eligible for the spring members only raffle (see “Raffles” below).

In the event a membership is purchased after the fall event but before February 1st, the membership coordinator (or equivalent board member) may assign that membership to the following membership period. 

Costs and Benefits
Individual yearly membership: $25

• One meal ticket per run where a meal is provided (meals will be provided at a minimum of 2 events). Note: Meals of paid members’ guests 17 and under are free.
• One NOAS annual t-shirt in size of choice.
• One NOAS decal (3-color or single color).
• One run-specific decal per run attended.

• One raffle ticket in the spring and fall member-only raffle.

• One raffle ticket in the general raffle.
Family yearly membership (up to 4 family members): $35

• One meal ticket per family member, per run where a meal is provided (meals will be provided at a minimum of 2 events).

• Two NOAS annual t-shirts in size of choice.

• One NOAS decal (3-color or single color).
• One run-specific decal per run attended.

• One raffle ticket in the spring and fall member-only raffle.

• One raffle ticket in the general raffle.
Family yearly membership (over 4 family members): $40

• One meal ticket per family member, per run where a meal is provided (meals will be provided at a minimum of 2 events).

• Three NOAS annual t-shirts in sizes of choice.
• One NOAS decal (3-color or single color).
• One run-specific decal per run attended.
• One raffle ticket in the spring and fall members only raffle.
• One raffle ticket in the general raffle.

4. Raffles
Member-Only Raffles

Two member-only raffles will be held per year: spring and fall. The spring raffle will be held virtually as an incentive for timely membership purchases. The fall raffle will be held at the club-sponsored year-end event.

• Each paid individual or family membership to receive one raffle ticket in each member-only raffle.

• Only paid members can participate in these raffles.

• Members can win once at each member-only raffle; a member is eligible to win at the spring raffle as well as the fall raffle but only once at each raffle.


Spring Member-Only Raffle

The spring raffle will be held virtually for one item. The raffle will be held via live video conference on the first Saturday after the 31st of March. Exact time and date to be announced via social media.

• Members who purchase their memberships after the fall event for the previous calendar year and on or before March 31st are eligible for this raffle and will be automatically entered.
• Board members are not allowed to participate in the spring raffle, as this raffle is meant to incentivize early membership purchase.

• Each paid member (excluding board members) will receive only one entry.


Fall Member-Only Raffle

All paid and present members will be automatically entered into this raffle so long as the membership is purchased one hour prior to the raffle. The member-only raffle will continue until all items
are awarded or all present members win an item,
whichever comes first.
• Each paid member will receive only one entry.
• Board members are not eligible to participate.

General Raffle

All paid and present memberships will receive one free raffle ticket.

• Paid, present NOAS members and board members are eligible to participate in this raffle.

• Raffle ticket costs (unlimited raffle ticket purchases per participant): $3 per ticket, $10 for 4 tickets.
General Raffle Procedure

• Each member (family memberships included) can win only one item.
• Raffle items will be generally higher in value(>$50).
• All raffle tickets will be placed into a single pot and random drawings will be held until all items are drawn.
